The UK is at the forefront of access services provision in Europe, with public service broadcasting provision of subtitles starting in 1979. Levels are now climbing towards 100%. Audio description started in 2000 and is now at 20% (legislation requires 10%). Signing is available for around many programmes, and highly appreciated by deaf audiences. 

This joint presentation from ITFC and SignPost, two of the largest providers in the UK, will provide an historical and legislative overview of broadcast access services.

 

 

The industry is preparing for 3D TV as well as the explosion of online content. In addition, social factors are driving up demand for accessibility such as an ageing population, lifetime exposure to loud music resulting in hearing impairment, use of English as a second language, as well as legislation across Europe and the US. This joint presentation from ITFC and SignPost, two of the largest providers in the UK, will provide a brief historical and legislative overview of broadcast access services.

Three experts will then give an outline of each of the three services (hard-of-hearing subtitles, audio description and British Sign Language signing).

They will present the skills required to deliver these services, as well as the processes and technologies involved in producing them. Clips and demonstrations will illustrate the presentations.
